Between them, they have won 9 National Championships. Coaches for both teams are considered the best in college football. Bob Stoops coached OU to a 12-0 record in 2000 which culminated with a 13-2 win over Florida State in the Orange Bowl.
It was only Stoop' second year with Sooners and he had already guided them to a National Championship. Urban Meyer spurned Notre Dame to become head coach at Florida in 2005. Just like Stoops, his second year ended with the Gators securing the National Championship. An added amount of intrigue about this BCS title game is the fact that Stoops was the defensive coordinator for Florida before leaving for Oklahoma.

Oklahoma got into the title game by beating Missouri 62-21 in the Big 12 conference title game. No one debated who was the better team in that game, but some people wondered whether Texas should have been playing instead of OU because of a late season jump in the BCS rankings. Nevertheless, no one questions Oklahoma's talent.
The Sooners set a modern-day NCAA record, scoring 702 points this season. Quarterback Sam Bradford led this prolific offense throwing for 48 touchdowns, the most in college football this season. And for that, he won the Heisman Trophy(college football's award for the best player). The Sooners won 11 games and lost one. That one loss is the reason for the controversy as it was to Texas, the team they jumped in the rankings.

Florida got into this game by beating Alabama 31-20 in the SEC Championship game behind their Quarterback Tim Tebow's heroics. Tebow, who won last year's Heisman award, threw for three touchdowns in the game against previously unbeaten Alabama.
Although Oklahoma owns the most prolific scoring offense in the country, Florida isn't far behind in the rankings at 3rd. Along with their high-ranked offense, they own the 5th-ranked defense in the country. The challenge for Florida will be for their strong defense to limit the explosive Oklahoma offense.

The BCS National Championship is the defacto championship game for the college football championship in the US. And although the winner of this game is considered by most to be the best that year, the title is not sanctioned by college sports governing body, the NCAA. But the BCS is not without controversy.
Every year since its inception, it has attempted to identify the best college teams and proclaim a winner. However, the process of choosing the teams to play in the title game has its detractors. At the end of the regular season, the top two teams in the BCS rankings are pitted against each other. But the criteria used to rank the teams is heavily criticized.
As a result, even when the #1 and #2 teams meet, some people will question whether or not they were the right teams. More and more people(including US President-elect Obama) have called for scrapping the BCS system and installing a playoff system.

Long Island, New York isn't known for producing top-flight running backs—or college football prospects, in general—and that might be the only thing keeping Bay Shore High School senior Karl Allison from receiving more college interest.

"Everybody in Long Island, unfortunately, is a sleeper prospect. I feel we're under-recruited," said Bayshore head football coach Jim Giattino. "If Karl was in Florida, he'd get a lot more phone calls."

Allison is an explosive runner with a steady mix of speed and strength. But Giattino said that it's his demeanor and attitude that sets him apart from other players.

"He's the captain of our team. He's a captain in every true sense of the word," Giattino said. "He sets a great example for the kids. As a leader, his linemen and receivers want to block for him. Karl has a never-say-die attitude."

At 5'6" and 164 lbs., Giattino compares his game to San Diego Chargers running back Darren Sproles. While Allison likes that comparison, there's another pro running back that he models his game after.

"Before every game, I watch Adrian Peterson's high school highlight tape. He's a complete animal," Allison said.

In his first game of the year, Allison rushed for 84 yards and two touchdowns in a 35-28 loss to William Floyd High School, the second best team in Bay Shore's division. But in addition to his contributions to the running game, Allison also has the capabilities to make an impact on special teams. Last year, Bay Shore made the playoffs for the first time in 18 years—and it was Allison who returned the opening kickoff for a touchdown.

So far, several local colleges have taken notice. Marist, Stony Brook, and Albany have all expressed interest in Allison. He's also been invited to Army's game against North Texas this weekend.

"Well, Army is a D-1 school, but that's a big commitment. I'm still thinking about it heavy because they've talked to me a lot, they like me a lot," Allison said. "I just have to still see what's out on the plate for me."

Ultimately, Allison wants to major in sports medicine or 3-D graphic design—and wants to go to a school that offers one of those programs.

"Education is the most important thing. If they have my major, it's definitely a plus," Allison said. "The atmosphere has to be good. Bay Shore is very diverse already, so I'll look to go to a very diverse school so that I'll feel more comfortable."

Still, Giattino thinks that Army would make a solid fit for Allison's leadership ability.

"Army recruits people, not just football players," Giattino said. "He's the total package."

Football is known as "A beautiful Game". It is played world over and followed passionately as well. It has become a game that involves so much emotions and seriousness as it is a game loved by almost everyone in this world.

The basics of the game are pretty simple. 11 players representing a nation or respective clubs play against another 11. A squad holds 15 or 16 players and substitutions can be made during any point of the game. You need to choose one side of the ground and try to score goals surpassing 11 opponents on that particular side. After half time, the side of the ground to score goals is changed or rather reversed.

A match is held typically for 90 minutes. Half time begins at 45 minutes where teams take a break. Whatever time has been lost during the course of the match is added as extra time at the end of full 90 minutes. The objective is simple; you need to score more goals than your opponents. It is considered as a tie if both the teams score the same amount of goals. In important events, it is not considered as a tie, extra hour is added to the game where in whichever team scores the first goal is considered as winners. This is known as golden goal concept. If either of the teams fails to score a goal during the golden goal course, they play for penalty shootouts. Penalty Shootouts involves only the goal keeper of either side versus rest of the players. These players represent their respective opponent teams. The objective is simple; Players need to surpass the goalie and score goals. The team that succeeds to score goals by the margin of 5-3 or 6-4 will be declared as winners.

The equipments used by the players involve team shirts and shorts, shin guards, socks and fully studded boots or trainers depending upon the surface. The goalie of each side can wear gloves to catch or stop the ball. He alone can touch the ball with his hands whilst the rest of the members are allowed to do so only when it is a throw in. Throw in is a concept where a player can throw the ball when the ball goes out of the boundary of the football field. The goalie is allowed to wear different colored jersey as well.

The referee keeps track of the time, awards penalties and free kicks. General misconduct is dealt with yellow cards or red cards. He raises a yellow card as a warning when any member misbehaves. If he goes out of conduct codes, he is given a red card which means he cannot participate in the match anymore. The red card is usually given when the offences are extreme.

Offside rule is a difficult concept to understand. At any point of time, when you get the ball to play there should be opponent players in front of you. You simply cannot go surpass them and then take control of the ball. However during game play as your team mate passes in front of you, you can run past the opponents and take control of the ball. Corner kicks are awarded when the players attempts to score a goal and the keeper deviates the ball outside parameters of the game boundaries.

Not since 2004 have Ipswich won four league games in a row - a run which saw the then Town boss Joe Royle named manager of the month. But they could equal that feat on Saturday - only weeks into Paul Jewell's reign.

Ipswich have lost on three of their last four visits to Oakwell, but head there full of confidence this time around, having rocketed from 20th to 14th since Jewell was appointed. They now face a Barnsley team that sits immediately above them in the table.

The Yorkshire side have won nine of their 11 matches this season against teams currently in the bottom half - a record bettered only by leaders QPR - while Ipswich have lost all six of their away games against clubs above them.

But that statistic may count for little given the visitors' recent transformation. They will be looking to extend a poor Barnsley run in which Mark Robins' men have lost two of their last three league matches, and won only two of their last six.

It's time the big boys of the premiership were given a wide birth. They get so much of the spotlight. Living in Barnet we feel more needs to be said about our local team Barnet football club. They have been around for nearly 130 years but who are Barnet football club and where do they play.

Barnet football club was formed in 1888. They were formerly known as Woodfield FC between 1882 and 1885 until they changed their name to New Barnet Football club. The team were known as the "hillmen" and formed from students that attended Cowley College and Lyonsdown Collegiate School.

In their many forms Barnet football club started playing at Woodfield Road in the London Borough of Barnet under their Woodfield Football Club name and moved from Woodville Road in Barnet to Cooks Farm Victoria Road Barnet. In 1889 Woodfield FC (soon to be Barnet Football club) moved to Queens's road also in Barnet.

In the early years Barnet football club had their headquarters at the Salisbury Arms Hotel. The Salisbury Hotel is no longer trading and the space is currently occupied by Iceland. The team used the Blackhorse Pub in Wood Street Barnet as their dressing rooms.

Barnet finally moved to Underhill, Barnet Lane in September 1907. Underhill is still Barnet football clubs ground. Barnet football club enjoys support throughout the Barnet strongholds of East Barnet, High Barnet, New Barnet and Friern Barnet.

Barnet Football Club is nicknamed the Bees and appropriately play in their familiar home kit of amber and black. The clubs crest comprises the Greenhill of Barnet, red rose, white rose and cross swords representing the 1491 war of the roses.

Barnet football club played predominantly in the Athenian League and finally adopted professional status in 1965 when they joined the Southern League.

Barnet Football Club is currently playing in the English football league 2. Barnet are sitting in 23rd position which is deep within the relegation Zone and are in serious danger of dropping off the radar. Barnet Football Club did however enjoy a rare win beating Crewe Alexander 2-1 after taking a 2 goal lead in the first half.

Let's hope Barnet football club can turn things around over the remaining games of the current season. ??

With the sun about to set on the Rizal pitch, members and hopefuls of the Philippine Azkals play dodge football as if they weren't up so early for their morning practice.

Coach Michael Weiss blows his whistle and the boys hurriedly join him in the huddle. What follows is a two-and-a-half-hour's worth of running, drills and scrimmages.

With only a little over a month left before their World Cup Qualifiers, the Azkals are working doubly hard to prepare for the competition. They know their German coach means business.

The team went back to training last Monday after a month-long break. Coach Weiss wants the team to get back in shape as quick as possible so he scheduled two training sessions a day. After their morning training in the Alabang Country Club, they spend another three hours practicing in the afternoon at the Rizal Memorial Stadium.

"I know what to do to prepare them physically, technically and mentally. It's a very intense training program," says Weiss.
This is precisely why Weiss gets frustrated whenever players miss practices due to club and celebrity commitments.

"There are too many distractions in this city. It's very hard to keep the team together if they have so many extra-curricular activities," he adds.

Still, Weiss is very optimistic about the upcoming World Cup Qualifiers. The Azkals have around seven players who also suit up in professional leagues. They will also keep the services of the Younghusbands, Chieffy Caligdong, Ian Araneta, Aly Borromeo and Anton Del Rosario who were all significant in their past successes.

Fresh legs

Even if the Azkals' core is still intact, they are nonetheless adding fresh legs especially on the frontline.

"[The recruitment and tryouts] were very good. The new guys definitely have the talent but we have to see how they adjust to the program. If they're good enough, then they'll make the cut," says Weiss.

Among those who might see action in the national team soon are goalkeeper Paolo Pascual from Cebu, former national player Leigh Gunn, Fil-Ams Nate Burkey and James Rochlitz, and Global Smartmatic striker Fil-Iranian Misagh Bahadoran.

The final lineup for their match against Sri Lanka though will be released two days before the competition.

Busy month ahead

Aside from their regular trainings, Coach Weiss wants the Azkals to play friendly matches and actually go into camp mode in the coming weeks. And where else should they play a tune up game than in the roots of Filipino football in Iloilo

As coach laments, it's too easy to get out of focus in Manila which is why it's going to be all football for the players once they land in Cebu for their team-building session.
"I long for the day when I can put them on a tighter leash instead of having to wait two or three weeks before the competition until we get complete," he says.

Neil Etheridge and Simon Greatwich who both have commitments abroad will come home to the Philippines for the Cebu camp. The team gets even bigger once they land in Germany on June 12. Aside from the Fil-Germans who are joining the U-23 team, Angel Guirado, Rob Gier, Jerry Lucena and Ray Jonsson will also enlist in the camp.

The Azkals will play leg one of their qualifiers against Sri Lanka in Colombo on June 29, while leg two will be held at the Rizal Memorial Stadium on July 3.

"It's still early to say how we're going to do in the qualifiers but the potential is more than there," ends Weiss.

MANILA, Philippines – Philippine football team coach Michael Weiss is looking forward to putting the Azkals in a tighter leash when they undergo a two-week camp in Germany starting Monday.

"We will not put them into prison, but we will have control over them," Weiss said Tuesday night before leaving for Germany to make the necessary preparations for the camp in Duren, a city near the Dutch border three hours away from Frankfurt.

"We need to control if we want to get to the next level. They can't do strange stuff in Germany. They are young players, and there will always be temptations in a city like Manila."

Weiss earlier rued the lack of focus of the team in Manila, where several players have been pre-occupied with a myriad of non-football related activities.

But Weiss believes his team's mindset is where it should be now three weeks before the 2014 Fifa World Cup Qualifying first round match against Sri Lanka.

Weiss said the training in Germany would be enough to address chinks in the Azkals' armor that were exposed in the 3-4 exhibition loss to a United Football League side last Sunday.

"There's no reason to make a drama out of it," he said, referring to the loss. "We know we have a long way to go."
"We lack the compactness in midfield but with the players that we will have in camp, I'm sure we will solve our problems," said the German coach, who expected Fil-Dutch midfielder Paul Mulders to make an immediate impact in the team.

The 30-year-old Mulders, who will see action for ADO Den Haag in the Dutch first division,honed his skills at Ajax, which is known for developing the Netherlands top players like Wesley Sneijder and Rafael Van der Vaart.

The Azkals, who leave for Germany on Sunday, will close camp in Manila today, before launching their fund-raising "We Believe" campaign at the Trinoma Activity Center on Friday.
Linking up with the squad in Germany are Europe-based standouts Ray Jonnson, Manny Ott, Rob Gier, Stephan Schrock, Angel Aldeguer Guirado, Jerry Lucena and Dennis Cagara.

"We are now at 65 percent," Weiss said. "We have to grow together. It will be a tough challenge to play strong teams in Germany and I beg for understanding if we lose there but it will help us to progress."
Weiss is confident of overcoming Sri Lanka with the squad that he has now, which has been considered as the strongest assembled in years.
"But the cohesion must be good," he added.

The concept behind a Survivor Pool is a pretty simple one; survive in the pool the longest in order to win. This is achieved, in most pools, by correctly picking the winner of a game every week. There is a variation that is the complete opposite; picking a losing team each week.

Survivor Pools are most commonly used with the NFL since there are fewer teams than in the NCAA and the teams are followed more widely. However, a Survivor Pool can easily be modified to work in union with other occasions, such as college bowl seasons. In the case of NFL Survivor Pools, you are asked to pick one team per week who you think will win the game. If that team does win, you move onto next week. If that team loses, so do you and you are out. The game continues until one player is left in the pool. That person is then pronounced the winner and will merrily collect their prize.

You basically have two choices to play in a Survivor Pool; you can either start your own pool, such as at your office, and get co-workers to join or you could choose to join a pool that is already in existence. If you set up your own pool, you decide the rules. If you join an existing pool, then you have to follow the rules set out by the person who set up that particular pool. All rules should be clearly defined and documented in advance of the first game. These rules are also known as the pool configuration. What settings are commonly available for configuration of a Survivor Pool

Many sites host Survivor Pools, though few will host your pools for free. Common settings of all sites include; the maximum players allowed in the pool, the tiebreaker rules to be followed in event the season end with more than one player still active, if Rebirths are allowed and, if so, how many Rebirths are allowed per team and if there is a Cutoff week. Rebirths allow a team who is out to buy their way back into the pool. Other settings include allowing autopicks and the total number of weeks autopicks are allowed, whether the players need to pick winning teams or losing teams and what the charges are for the league (Entrance fee, Rebirth fee).

  北京市發展和改革委員會負責人21日說,北京市商品住宅價格漲幅穩步回落。今年6月末,全市新建普通住房價格成交均價比上年全年降低6.1%;新建商品住宅銷售價格指數同比上漲2.2%,漲幅連續回落。

  北京市發展和改革委員會主任張工21日在北京市十三屆人大常委會第二十六次會議上作《關于北京市2011年國民經濟和社會發展計劃上半年執行情況的報告》時說,北京市出臺嚴格的“京15條”調控細則,率先提出“穩中有降”的房價調控目標,政策效果逐步顯現。一是投資投機需求得到有效遏制。首次購買商品房購房者比例提高到90%左右,商品住房開始回歸居住屬性。二是商品住宅價格漲幅穩步回落。三是政策性住房保障力度顯著加大。完成保障房土地供應811公頃,占年度供應計劃的61%。新開工各類保障性住房12.6萬套,已竣工3.6萬套,完成年度任務的63%和36%。

  張工說,下半年北京市將加快保障房建設,力爭實現9月底前全部開工,確保完成全年竣工任務,通過配租配售發揮其拉動經濟、保障民生的雙重作用。

  張工還表示,北京市將完善房屋租賃市場價格調控政策,引導規范中介市場,增加租賃市場供應,嚴控住房租金價格不合理上漲。

  近期北京房地產市場傳出“限購放寬、首付上調”等消息,但經求證,限購政策并沒有絲毫放寬,首套房二手房最低仍可享受三成首付。

  近日有報道稱北京擬放寬高端住宅限購,但事實上限購政策并沒有放寬。開發商在與購房人簽訂貸款合同前,仍然需要幫購房人進行購房資格審核,只有通過購房資格審核符合購買條件的家庭才可以購房,并辦理后續貸款手續。業內人士一致認為,從中央政府的調控決心和舉措來看,年內放寬限購政策的可能性不大。

  此外,還有媒體稱個別銀行將首套房二手房首付調至四成。偉嘉安捷擔保公司有關負責人接受采訪時表示,從合作在內的十余家內外資銀行來看,在京銀行首套房首付暫未上調,最低仍可享受到三成的首付。

  不過,該負責人建議近期有貸款需求的首次購房家庭,在首套房首付沒有上調時及早辦理,日后如若上調,首次置業家庭的前期購房壓力將會明顯增大。

  而由于近日銀監會公開表示減少開發商貸款,市場上出現對個人住房貸款縮減的憂慮。專業人士指出,個人住房貸款與開發貸款是完全不同類型的貸款,不過受銀行信貸規模從緊的影響,目前住房貸款總的放款周期較之前相比,拉長了不少,“以往銀行未從緊時期,從銀行面簽到最終放款整個貸款周期,一般20個工作日左右就可以完成,現在借款人通常需要一個半月甚至更長時間才能拿到銀行放款。”

   今后,物業費、住宅專項維修資金、共用部分經營收益等,都將納入一個整體的“業主共有資金”,由業主大會開設的賬戶來管理。如果業主欠物業費,業主大會可采取公示欠費業主姓名、收取滯納金等懲戒措施。

  昨日,市住建委公布《北京市住宅區業主共有資金管理暫行辦法》 ,面向社會征意見。

  共有資金管理須先成立業主大會

  今年5月,懷柔試點業主大會登記制度等一系列物業管理方式,其中也包括實行業主共有資金的制度。市住建委相關負責人表示,試點計劃于9月中旬起全市推廣,此次征求意見的《辦法》就是為了將來全市推廣時應用。

  “采用共有資金管理有一個必須的前提,就是首先這個小區要成立業主大會。同時,業主大會必須登記備案,成為一個實體組織,才能開設賬戶,管理共有資金。”該負責人說。

  物業服務資金首先交給業主大會

  根據《暫行辦法》,共有資金是全體業主共同所有的資金。主要包括五大方面的資金:物業服務資金、住宅專項維修資金、物業共用部分經營收益、業主依據管理規約約定或者業主大會會議決定分攤的費用、業主大會的其他合法收入。

  小區業主大會成立并登記后,可到銀行開立業主共有資金賬戶,分類存儲業主共有資金。

  這意味著以往交給物業公司的物業費,將以物業服務資金的方式,首先交給業主大會。小區的物業服務合同是由業主大會與物業公司簽訂,物業服務費也由業主大會一并支付給物業企業。同時,過去業主們繳存的住宅專項維修資金,今后也能直接劃轉到業主大會的賬戶中,使用起來更加方便。

  《暫行辦法》還明確,如果業主拖欠物業服務資金和其他分攤費用,業主大會應當及時催繳。業主拖欠專項維修資金的,由業主大會開戶銀行負責催繳。

  全體業主應當在小區《管理規約》中確定業主欠費的追繳辦法,包括公示欠費業主名單、限制欠費業主共同管理的權利、收取滯納金等懲戒措施和具體實施主體。

  ■ 聚焦

  催繳措施需經業主共同約定

  對于催繳的措施,征求意見稿提出了三種方式。

  一是業主大會可按照管理規約的約定,向欠費業主發出欠費繳納通知單,在小區顯著位置公示欠費業主名單、門牌號及欠費金額,業主大會可向拖欠物業服務資金和其他分攤費用的業主收取滯納金,滯納金歸全體業主共有;二是限制欠費業主行使部分共同管理的權利,如限制欠費業主的業主大會會議表決權等;三是向法院提起訴訟。

  該負責人表示,《暫行辦法》中的很多規定,包括對于欠費業主的追繳方式,都設置了一個前提,就是這些措施都要先在《管理規約》中約定,“要充分體現業主是物業管理的主體,政府規章則是一個引導。”

  業委會人員可發工資津貼

  與懷柔試點相同,征求意見稿中對于電梯廣告等物業共有部分的經營收益,以及業主大會的其他合法收入,都可以直接納入業主共有資金的賬戶中。還確定了業主大會可以用這筆資金來支付哪些費用,包括業主大會、業主委員會的辦公費用及人員工資、津貼、福利費用等;財務、審計、承接查驗、物業服務評估監理等費用。

  這意味著,目前大部分小區都是“志愿者”的業委會成員和工作人員,將可以利用共有部分的經營收益,領取到一定的工資或津貼。對于工資的標準,該負責人表示還是應當由全體業主來約定。此外,如果這些費用不夠合理支出的,不足部分由業主分攤,存入業主共有資金賬戶中。

  買房可索取費用結清證明

  在二手房買賣中,如果賣房人拖欠了業主共有資金,那么這些資金會不會轉嫁到買房人身上?征求意見稿中明確提出了措施。

  首先,業主拖欠物業服務資金、專項維修資金和其他分攤費用的,如果要賣房,應當與業主大會結清費用。

  同時,買房人與賣房人可以在房屋買賣合同中約定賣房人欠交物業服務資金、專項維修資金和分攤費用向買房人的債務轉移。當然,如果買房人不愿意承擔這些債務,也可以要求賣房人結清費用之后再交易。

  此外,買房人在購買業主出賣的房屋時,可以向業主大會索取相關費用已結清的書面確認文件,業主大會也應當提供。

  ■ 釋疑

  問:如何交存共有資金?

  答:業主可以按照管理規約的約定或業主共同決定,定期將物業服務資金和其他分攤費用存入業主一卡通,由業主大會按照約定通過銀行從業主一卡通中劃轉。業主還可以查詢到自己的業主一卡通中,共有資金的使用、增值收益和賬面余額等。 

  問:如何管理共有資金?

  答:業主大會應當建立專門的業主共有資金財務管理制度,保證資金安全。應當聘請專門的財務管理人員管理資金。嚴禁任何人截留、私分、私存或挪作他用。不得向任何單位及個人借款或為任何第三方提供擔保,或未經業主共同決定利用資金對外投資。 

  問:如何監管共有資金?

  答:業主大會可以設立專門機構監督業主共有資金的使用,業主大會要在每年一季度向業主公示共有資金交存、使用、增值收益和結存的數額,開支的項目、費用和分攤等情況。

  昨天下午,北京市保障性住房建設投資中心揭牌儀式舉行。市委副書記、市長郭金龍出席儀式。

  副市長陳剛在致辭中向市保障性住房建設投資中心的成立表示熱烈祝賀。他說,成立保障性住房建設投資中心,是市委、市政府加強保障性住房建設和運營管理的一項重大戰略舉措。投資中心的成立,將最大限度發揮財政資金的放大效應,有效解決保障性住房融資難題,推動住房保障事業又好又快發展。

  郭金龍和市委常委、常務副市長吉林共同為市保障性住房建設投資中心揭牌。

  市保障性住房建設投資中心是市國資委下屬一級全民所有制企業,注冊資本金為100億元,全部由市財政以貨幣形式一次性完成注資。投資中心定位為北京市政府實現保障性住房發展目標的建設、收購、運營平臺,具體負責市級統籌公共租賃住房項目的融資、建設收購和運營管理,收購其他社會單位建設的公共租賃住房項目,受市政府委托建設并出售定向安置房。投資中心堅持政府主導、市場運作,為社會資金支持保障性住房建設提供承接平臺,用足、用活相關優惠政策,通過財政撥款、公積金貸款、銀行貸款、債券等金融工具,為市級統籌建設收購公共租賃住房項目、市政府委托建設的定向安置房項目籌集建設資金。投資中心對區縣政府建設的公共租賃住房項目給予支持,同時負責公共租賃住房的租賃管理和物業服務,配合相關部門做好社區服務,讓群眾住得放心、安心。

  據介紹,市委、市政府在過去五年里出臺了一系列政策措施,建立健全住房保障體系,不斷加大建設投入力度,住房保障事業實現跨越式發展,累計解決40多萬戶中低收入家庭住房困難,廉租住房家庭全部實現應保盡保。今后五年,市委、市政府確定要建設收購各類政策性住房100萬套,其中公共租賃住房30萬套,推動住房保障方式從“以售為主”向“以租為主”轉變,努力實現廣大市民住有所居。

   根據北京市房地產交易管理網數據顯示,上周北京期房、現房商品住宅累計成交1557套、17.9萬平米,環比之前一周分別下跌46.1%和37.8%。

  郊區項目成交量居首

  上周位列全市成交量榜首的項目是昌平區的首開國風美唐,單周售出425套,雖然該項目是50年產權的公建立項性質,但是僅為13504元/平方米的成交均價,相對于周邊同樣類型的商住項目16000—18000元/平方米的價格有相當優勢;同樣位于昌平區的金隅·觀瀾時代成交均價為16722元/平米,單周售出92套,比周邊在售住宅項目的單價低了3000-5000元。

  亞豪機構副總經理任啟鑫指出,對于購房人來說,樓市限購將繼續深化主動觀望的客戶群數量。對于開發商來說,限購表明了中央的調控決心,寄希望于限購令在短期內退出已不可能,開發商的銷售壓力和資金壓力也將長期存在,為了避免被動等待,主動降價是唯一途徑。預計未來一段時間,更多上市新盤將會低價入市,降價的老項目數量也將有所增加。

  五環外供應量超八成

  據機構數據調查顯示,截止到7月25日,京城四環內和五、六環之間的項目簽約率明顯超過了其他區域市場。北京中原地產三級市場研究部總監張大偉針對這一現象分析認為:“這一情況主要原因是剛需及改善性需求依然主導市場。中心城區的房產保值功能在目前供應量短缺下依然受到購房人青睞。”

  從北京市房地產交易管理網上獲悉,2011年以來,北京市內供應的93個商品房期房住宅項目中,五環外項目達到了74個,提供的住宅套數合計為25069套,占據今年以來供應總量的83.8%。而五環外簽約合計套數達到了11284套,占據7月中旬前市場總簽約13975套的80.7%。郊區成交量占據了市場的絕對主導。

北京CBD核心區9幅地塊投標結束,總底價169.93億,以最高投標價計算總價246.55億,溢價45%。

  7月6日上午,北京對CBD第二批共計9幅地塊進行招標出讓,中信集團成為最大買家,參與競標了出Z9地塊外的所有地塊,報價均為最高。

  今天出讓的9塊土地均為商業金融性質用地,總規劃建筑面積達109萬平方米,約有聯合體以及單獨企業20家參加投標。其中,北京CBD核心區Z11地塊唯一投標方中國中信集團、中信銀行股份有限公司聯合體出價26.32億,與地塊競標底價相同。安邦人壽保險股份有限公司和北京濤力投資管理有限公司聯合體出價22.92億奪得北京CBD核心區Z9地塊,是該地唯一買家,樓面價約合1.91萬。

  具體競標情況如下:

  Z8地塊底價為21.75億,蘇寧電器、蘇寧置地聯合體、中信集團、中投公司聯合體參與競標,兩家出價分別為31.66億元和28.8億元。

  Z9底價為22.56億元,規劃建筑面積為12萬平方米,安邦人壽保險股份有限公司和北京濤力投資管理有限公司聯合體出價22.92億奪得北京CBD核心區Z9地塊,是該地唯一買家,樓面價約合1.91萬。

  Z10地塊底價為21.7億元,規劃建筑面積為15萬平方米,萬通地產、泰康人壽、中國誠信信用管理公司等組成的聯合體出價為37.35億,北大方正、中信集團、安邦財險等組成的聯合體出價為34.5億元。

  Z11底價26.32億。中信集團聯合中信銀行競標報價和底價一樣。

  Z12地塊底價21億,規劃建筑面積為14萬平方米,泰康人壽、中信集團、中信地產、和諧海峽擔保組成的聯合體出價30.8億元,萬科、泛華城市投資集團等組成的聯合體出價29.888億元。

  嚴厲的限購限貸政策不見放松跡象,存款準備金率6次上調致“錢荒”不斷,年內第三次加息箭在弦上……在一系列利空政策的連續打擊下,全國樓市如入冰河世紀。截至6月底,北京新房供求出現逆轉,二手房市場量價齊跌,北京樓市交出“半年考”成績單。

  買房不用排號了

  預交定金、排號選房、坐地起價,這些在樓市火爆時期經常見諸開發商售樓處的字眼在2011年的北京樓市徹底絕跡,而所謂“日光盤”也早已消失在購房者的記憶中。“不用排號,您隨時來都可以挑房,兩居、三居,南北通透,看房有班車。”在日前舉辦的夏季房展上,一些在展廳外蹲點的樓盤項目促銷人員告訴,“只要您留下聯系方式,以后買房時就能享受優惠。”但從業內人士處獲悉,留下客戶聯系方式只是為了銷售人員今后更精準地進行“短信轟炸”。

  據北京房地產交易管理網數據統計,截至6月30日的數據顯示,2011年上半年,北京一手住宅市場期房現房合計簽約43353套,同比下跌16.4%,簽約率只有43%,其中有43個項目簽約率不足四成。北京中原地產根據市場總市值計算,上半年新增庫存累計增加了548.3億元。

  據鏈家地產市場首席分析師張月分析,今年6月新建期房供應量達到9500套,約為1月份的9倍,而6月期房現房成交總量應不會超過9000套,這是2011年以來新房市場首次出現總供應大于總需求的情況。

  二手房量價齊跌

  在嚴厲的“限購令”下,投機資本幾乎再無施展空間。“限購限貸等調控政策抑制了投機等非理性需求,目前市場上九成以上需求都為自住。”北京中原地產市場總監張大偉表示,目前本市戶籍購房者已經達到91%,這一比例比限購前提高了40個百分點。

  投機資本的撤離不僅極大地打擊了新房市場,二手房市場更是苦不堪言。截至6月30日數據,6月北京二手住宅成交總量為7034套,日均成交不足250套,預計加上6月30日當天簽約,總量也不會超過8000套,這將創下29個月以來新低。

  除了成交量跌入冰點之外,二手房價格也同樣開始由盛轉衰。據偉業我愛我家市場研究員的統計數據,6月二手房成交價為24653元/平方米,比5月份下跌了0.5%,其中郊區降幅較大,昌平、順義、通州、大興分別下跌4.8%、4%、3.4%和3.3%,而東城和西城則分別出現5.4%和6%的上漲。

  偉業我愛我家集團副總裁胡景暉分析認為,由于一手住宅價格更低、交易稅費更低、購房的房貸成本更低,加上銀根的不斷收緊、貸款門檻的不斷提高,使得部分二手房需求者開始轉向購買一手住宅,部分二手房業主主動降價的意愿越來越強烈,郊區價格率先松動,降價潮也將逐步向城市核心區擴散。

  開發商的另類“囚徒博弈”

  2011樓市“半年考”的成績對開發商而言顯然是不理想的,因為成交量的大幅下滑勢必會造成大量的投資款無法回籠,而對依靠滾動開發為生存模式的開發商而言,在社會流動性全面緊張的形勢下無法獲得銷售回款,無疑是自尋死路。那么,為什么開發商明知扛價是條死路,卻依然無動于衷?

  在經濟學的博弈論中有這樣一個模型,名為“囚徒困境”。內容是甲乙兩個囚犯共同犯罪,但卻沒有足夠的證據指控二人入罪,于是警方分開囚禁嫌疑犯,對二人進行單獨提審,提出如果一人認罪并檢舉對方而對方拒絕認罪,則此人即時獲釋,拒絕認罪者處10年監禁;如果二人同時認罪并相互檢舉,二人都被處以5年監禁;如果二人同時拒絕認罪,則均判處10年監禁。

  目前開發商與“囚徒”的處境類似。如果“限購令”下的游戲規則不改,率先退出扛價陣營大幅降價的開發商能夠迅速打開銷售局面,而堅持扛價者則依然坐冷板凳;如果扛價各方同時選擇大舉降價,大多數開發商至少能夠日子好過一些;如果一直選擇拒絕降價,只能集體等死。

  很顯然,選擇背叛依然是開發商們的最優選擇,但為什么目前現實的情況并非理論的博弈結果呢?

  這其中奧秘就在于開發商博弈模型中第三種條件不同于“囚徒困境”模型。事實上,開發商心里并非在跟市場博弈,而是選擇在跟“游戲規則”博弈。開發商目前心里在這樣盤算:不降價、減少拿地,地方政府就拿不到土地財政收入了,僵持下去,給開發商“松綁”的時刻也許還會等來呢。

  這其實是一場關于時間的博弈。通過半年的數據我們已經依稀感覺到山雨欲來的味道:現在正是僵持階段,只要“限購令”不松綁,“囚徒”還能扛多長時間,下半年見吧!

  6月27日,在上半年行將結束的時候,崇文門菜市場地塊以超過43000元/平米的價格刷新了北京單價地王的紀錄。不過,總價只有7.1億元的該地塊是商業性質用地,對北京住宅市場影響有限,難改北京上半年土地市場特別是住宅用地市場的冷清。

  在全市上半年114塊出讓的地塊中,包含居住功能的地塊有20宗,建設用地面積合計162.77公頃。另有數據顯示,上半年北京普通商品住宅供地量創下2008年以來的新低,規劃建筑面積總量為292萬平米,而2008年、2010年同期分別為719萬平米、519萬平米。

  價格是土地市場冷清的一大直觀表現。統計顯示,上半年20宗宅地出讓金合計為120.3億元,平均樓面價為4121元/平米,同比下降56%。

  對于樓面價的下降,中原地產華北區域董事總經理李文杰認為,供地主流趨于郊區化,加上目前開發商的資金壓力逐漸顯現,因此,開發商的拿地熱情打蔫。

  “冷市”的另一個直觀表現是,今年包括順義仁和鎮兩地塊、房山長陽鎮一地塊等均出現流標,有的地塊掛出數月依然無人報價。

  商業地塊唱主角

  相比之下,商業金融用地成為土地市場的一大主力。據北京中原地產統計,上半年,全市共成交商業地塊21宗,總體量超過338萬平米,總出讓金達174.38億元,平均樓面價為5159元/平米,雙雙超過住宅用地。中原地產統計顯示,上半年的商業地塊不少位于東城、豐臺、朝陽等熱門區域,因此對企業的吸引力上升。

  觀察

  國企托市

  6月21日,曾于上半年流標的順義區仁和鎮一地塊被中建地產競得;此前6月15日,通州于家務兩地塊花落首開,再往前,平谷區一地塊被北京城建子公司首城置業摘得、北京住總拿下門頭溝一地塊。6月,北京住宅用地市場國企占據絕對主角。而除中建地產有央企背景外,其余均為北京市國企。

  有業內人士認為,調控下,國企資金優勢和融資能力更突出,因此在土地市場上表現更為積極。此外,在目前的市場形勢下,政府也主要指望國企“救火”。

  ■ 下半年預測

  商業地塊仍是“明星”

  偉業我愛我家研究院表示,今年下半年土地放量在即,隨著更多優質地塊的推出,企業的拿地熱情將上漲。與此同時,中原地產根據CBD地塊、王府井地塊等多宗商業金融用地入市推測,下半年商業地塊仍將占據土地市場的明星位置。

  王鋼表示:“本市新建保障房都將追究質量終身責任。將來,保障牌將刻在樓體上,通過鋼、石材等方式留下‘永久豐碑’。”截至目前,本市已經竣工交付3.5萬套、30多個保障房項目,已完成全年10萬套目標的35%。

   高級寫字樓成為北京商業地產市場上最緊俏的物業。昨日,國際地產代理行第一太平戴維斯發布報告稱,二季度北京甲級寫字樓物業的租金環比上漲13.4%,達到241元/月/平方米,創下自2000年以來的價格高峰。

  據該機構透露,今年1-6月,北京甲級寫字樓物業租金累積上漲達24.3%,部分項目租金報價甚至翻了一番,由于供應嚴重不足,而需求高漲,在今年上半年沒有新增寫字樓物業入市的情況下,二季度全市甲級寫字樓平均空置率達5.9%,達到歷史最低點。

  北京市土地整理儲備中心的數據顯示,截至6月27日,北京上半年共計出讓各類用地113塊,出讓土地的總面積為1031.09萬平方米,出讓總金額為324.8億元。出讓金額與去年同期相比下降了48.6%,其中,住宅用地出讓金為120.3億元,同比下滑75.4%。

  業內人士指出,成交銳減、庫存積壓影響了開發商拿地的積極性。與春節前相比,目前北京商品住宅可售房源量增長了近1.5萬套,增幅超過15%。與此同時,開發商的資金鏈日益趨緊。1-5月,北京房地產開發項目本年到位資金為2034.3億元,由1-4月的同比增長2.2%轉為下降2.6%。這是數年來北京房地產開發項目到位資金首次出現下降。

  土地出讓金大幅下降,部分原因還在于土地供給結構發生了明顯變化。在今年供應的住宅類地塊中,除了豐臺等近郊區供應了部分地塊外,其余均為遠郊區縣地塊。比如房山的供地量占北京住宅類土地供應的20%,大興也占到了19%。

  數據還顯示,上半年,北京已簽約的商業類地塊合計為21塊,提供的規劃建筑面積為338.68萬平方米,總出讓金為174.38億元。

   2011年上半年收官,北京房地產市場相關統計數據顯示,北京上半年新房和二手房成交都呈現了量價齊跌的態勢,調控政策影響明顯。

  6月份新期房網簽率最低

  北京房地產交易管理網數據顯示:截至6月29日,2011年上半年,北京住宅總簽約套數為43353套,同比下調16.4%。據“鏈家地產”市場研究部統計,上半年各月中,1月份新開期房網簽率最高為60%,6月份最低僅為21%。在區域上,今年城區房源供應明顯減少。而房山、大興等區縣的房源供應占比比例明顯上漲。通州等郊區已成為價格領跌者。

  北京中原地產市場研究部總監張大偉認為,限購限貸等調控政策抑制了投資投機等非理性需求,目前市場上九成以上都為自住需求。其次,調控也一定程度上使得開發商延緩了開盤速度,供應量減少,也減少了成交量。

  二手房成交量暴跌

  在二手房方面,也出現了明顯的成交低迷。2011年上半年北京二手房市場成交量下跌明顯。

  據“鏈家地產”市場研究部統計數據分析,2011年上半年北京二手房市場成交量約68000套。2010年下半年北京二手房市場成交量為92721套,2011年上半年較2010年下半年成交量下降26.7%。

  與新房成交不同的是,2011年上半年北京二手房市場成交量持續下跌的情況下,成交價格只有小幅松動。據“鏈家地產”市場研究部統計數據分析,2011年6月份北京市二手房價格為24498元/平米,比2011年1月份下降1%。

   在住宅市場受限的同時,商業地產正呈風生水起之勢。7月12日,仲量聯行發布報告稱,由于市場需求強勁,今年上半年,北京商業地產各類物業租金較去年均有上漲,平均空置率明顯下降,供不應求局面有望持續。

  今年二季度,甲級寫字樓平均凈有效租金環比增長11.7%,達到243元每平方米每月。至此,上半年甲級寫字樓整體租金已上漲17.3%,接近歷史最高點。同時,平均空置率環比下降4.1個百分點,達到8.3%,創20年新低,CBD區域市場空置率降幅最大。

  “下半年,我們預計北京市還有50萬平方米的新增供應進入市場。雖然新增供應可能會對租金上漲帶來一定壓力,但并不足以抑制其上漲趨勢”,仲量聯行北京公司董事總經理張瑩表示,未來4年內,北京甲級寫字樓的整體租金將逐漸超過上海。

  跨國企業的擴租和內資企業的整層租賃,是推動甲級寫字樓需求增長的主要原因。強勁的租賃需求主要來自于制藥、金融、IT和制造業,其中內資企業和外資企業的需求各占一半。

  此外,今年上半年,商鋪、高級住宅、工業物業、酒店等也在強勁的市場需求支撐下,出租和買賣均有明顯反彈。

  受限購令等樓市調控政策影響,住宅市場的資金不斷流向商業地產,這是導致近期商業地產熱的主要原因。據北京市土地整理儲備中心數據顯示,在今年上半年成交的324.8億土地出讓金中,住宅用地出讓金僅為120.3億,同比大幅下滑75.4%,而商業地塊總出讓金卻達到174.38億,供應量和樓面地價均超過住宅地塊。

  分析人士預計,今年商業地產開發投資增速將明顯高于去年,相對于去年開發投資額7405.4億元,保守估算,今年商業地產開發投資總額將接近1萬億元。

  受住宅調控的影響,商業地產火爆,商鋪成為市場新寵,租金普遍上漲,平均租金再創新高。業內認為,商鋪項目發展潛力十足,但實現價格穩定上漲還需長期發展。

  據高力國際近日發布的2011年二季度北京商鋪物業市場報告顯示,北京商鋪市場平均租金創2009年一季度以來的新高,中高端購物中心首層平均固定租金環比上漲1.77%,整體空置率環比下降1.05個百分點,至11.27%。

  另據市場監測數據顯示,2011年上半年,北京近500個在租商業地產項目的租金普遍呈上漲態勢。其中,商鋪和寫字樓的租金上漲較快,平均租金已突破2008年金融危機前的最高值,更不乏類似通州九棵樹站地鐵旁陽光新生活廣場這樣年均增長率達8%,出租率100%的項目。

  “受利于商業地產火爆,大勢上,整體價格、租金水平還將持續上漲一段時間。但要真正做到商業租售價格的穩定上漲,需要商業項目的不斷完善和市場需求的擴大,這些主要通過運營商的運營能力、專業度來體現。”陽光新業高層表示,從目前市場情況看,商業地產市場的整體火爆,是推高商鋪租金的一大動力。

   北京國企再次成為土地市場的贏家。昨天,北京共有5地塊出讓,根據北京市土地整理儲備中心公布結果,北京首開、北京金隅和北京豐科建三家國企贏得4地塊,總價超過34億元人民幣。相對于首開6月擊敗另外兩家國企拿地,此次京派國企的對手包括和黃、旭輝等多家品牌房企。截至發稿時,僅豐臺花鄉一塊辦公用地未公布結果。

  通州宋莊樓面價回落

  在昨天出讓的5地塊中包括三塊居住用地,其中兩塊位于通州區宋莊鎮。兩地塊均被首開集團摘得,規劃建筑面積合計約20.4萬平方米。根據首開報價計算,兩地塊樓面價約7000元/平方米。去年8月和12月,北京融科卓越聯合體和旭輝集團分別在同區域拿下一地塊,樓面價分別為8274元/平方米和8380元/平方米。

  雖然樓面價出現回落,但昨天宋莊兩地塊還是吸引了首開和旭輝、和黃、融科、東亞五家企業競價。鏈家地產首席分析師張月認為,隨著北京在下半年加快供地節奏,當前開發商拿地的積極性開始復蘇。

  值得注意的是,近期首開集團在北京土地市場頻頻出手。6月,首開斥資約13.3億元拿下通州區于家務鄉兩地塊,總建筑體量超過36萬平方米。

  同日出讓的海淀西三旗配建公租房地塊也被北京另一家國企北京金隅程遠房地產競得。該地塊規劃建筑面積13.6萬平方米,其中需配建3萬平米公租房,成交價10.1億。

  國企搶地更為搶眼

  除首開、北京金隅分享三宗居住用地外,北京另一國企豐科建房地產拿下豐臺花鄉四合莊地塊。同時參與昨天土地市場競爭的還包括央企中國鐵建房地產集團。從參與和最后成交情況看,國企對土地價值估計更為看好。而在業內人士看來,這也和國企資金優勢、融資能力有關。

  中鐵房地產有關人士也表示,雖然在和北京金隅競爭西三旗地塊時失利,但最近也準備探試土地市場行情。

  周口店鎮因“北京人”的故鄉而馳名于世,但與其名氣相反的卻是當地經濟的落后。為了改變此種面貌,經北京市批復周口店規劃建設特色小鎮,卻不成想因“違法圈地”被媒體曝光。而一個經過北京市逐級審批的小城鎮建設工程,何以成為媒體眼中的“負面典型”?本報用了三周時間跟蹤調查這起征地糾紛。

  “北京人”故鄉征地遇阻

  原本希望打好“北京人”遺址這張牌,建設周口店特色小鎮,卻不成想因“違法圈地”被媒體曝光。一個經過北京市逐級審批的小城鎮建設工程,何以成為媒體眼中的“負面典型”?日前,本報用了三周時間跟蹤調查了北京人遺址旁的這起征地糾紛。

  6月下旬,接到周口店鎮云峰寺村村民爆料,反映該村和緊鄰的周口村500余畝集體土地被違法流轉。根據村民描述,十分容易使人將其與前不久鬧得沸沸揚揚的河北省香河縣“以租代征”違法圈地行為聯系在一起。

  此后,嘗試與周口店鎮政府聯系采訪,未得到正面回應。7月初,某媒體以《北京周口店再現香河式圈地,500畝土地秘密被征》為題報道此事之后,周口店鎮政府向本報在內的多家媒體澄清此事。

  疑似香河

  “征了我們村近200畝地,一畝地每年的補償卻只有1200元。”6月下旬,報料的村民老張在電話中對說。

  第二天,在這個位于北京西南約50公里的村莊,見到了該村多位村民。在他們帶領下,看到了被征收的土地。“這里以前大都種糧食,后來退耕還林,改種果樹。”老張指著一片杏林說。被征地塊旁邊就是周口店鎮政府所在地,且緊鄰公路,地理位置相當不錯。

  村民首次知道要征地開發,始于一次村民代表大會。2009年11月1日,時任云峰寺村支部書記的李志及周口店鎮工作人員,召集云峰寺村的29名村民代表,開會討論對本村沿公路的近200畝集體土地的征用和開發問題。

  一位參加過該次代表大會的村民代表對說:“當時召開的村民代表會議,只說征求大家對村里開發的意見,并沒說怎么開發,怎么補償。讓我們在一個寫著‘同意對云峰寺村進行開發’的紙上簽字,而那張紙上的開發和補償條款是在村民代表簽字后被加上去的。”

  而對接下來的征地安置公告,村民們也表示,他們并不知情。老張交給的一份全村大部分村民簽名的紙上,寫著:2009年12月14日的征地補償安置公示,我們村民沒有看到,也沒有聽到廣播。“有人看到當時他們只把公告在公告欄上貼了一下,拍張照片就又收走了。”一位王姓村民說。

  據了解,200畝地涉及90多戶村民,目前已經有60多戶簽訂《土地經營權流轉合同書》,還有20多戶未簽署該協議。“簽了土地流轉協議的村民,目前只領到了第一年每畝1200元的流轉費,其他沒收到任何補償。”老張表示。

  但在周口店鎮政府,卻得到了不一樣的說法。“我們都是按照征地程序走的,當時并沒有對村民有任何隱瞞。”周口店鎮政府拆遷辦主任徐彥波對表示。

  周口店鎮信訪辦給村民的一份回函,詳細解釋了征地過程:2009年11月11日,在云峰寺村召開村民代表大會,依據《中華人民共和國村民委員會組織法》有關規定,征收該村集體土地12.706公頃,征地補償標準為土地補償每畝15萬元,合計2858.85萬元,人員安置費600萬元,征地農轉非30人。會議對此進行了充分的討論。本村村民代表共29人,實到24人,同意此決議的代表23人,超過到會代表半數,本方案依法通過有效。2009年12月14日在村委會公告欄張貼了征地安置公告,2010年3月15日經北京市人民政府批準,取得建設用地的批復。

  “我們這次征地,與香河不同,是嚴格按照征地政策和法定程序進行的,征地補償標準為每畝15萬元。”周口店鎮村建科孫科長表示,“每年1200元/畝的土地流轉費,主要是對村民土地承包經營權的收益補償,和征地補償是兩個概念”。

  據其介紹,目前包括征地費、人員安置費在內的3458.85萬元,已經由土地儲備中心支付給鎮里,等到項目啟動就會支付到村集體手中。而按照北京市相關規定,征地款除部分資金直接發到被征地村民手中外,剩余的將主要用于村集體經濟組織發展生產經營和村集體公益事業支出,還將考慮拆遷補助、村民養老金、保險等支出。

  補償之爭

  這次征地,引發雙方爭議的另一個集中點是云峰寺村莊的拆遷安置問題。

  “一開始征收我們的近200畝承包‘口糧地’,根本沒說開發用途。直到2010年底,看200畝地流轉不順利,他們才想到拆遷村里的房子,想以為村民建安置房的名義一并征收土地。而建安置房土地的面積,遠遠小于征收走的面積。”多位村民表示。

  被委托進行該區域以及土地開發的北京龍業興達投資發展有限公司負責人說:“在一期開發用地中,并不涉及村莊,是房山區政府要求一定要先配合改善村民居住條件,在一期用地中劃出一塊地蓋安置房。村莊地塊拆完之后,將作為項目的三期地塊,以后才會征用,拆村莊目前看其實只有投入。”

  在拆遷補償方面,村民認為拆遷補償價格與回遷房價格差距較大。村民老楊向出示了一份北京中誠億房地產土地評估有限責任公司開具的評估表上,老楊的房子補償價在400~500元/平方米。老楊認為定向安置房的均價為1800元/平方米。“這樣的差價,我們承受不起。”

  周口店鎮拆遷辦主任徐彥波表示,這是村民對拆遷政策了解不全面。“拆遷后村民得到的并不只有房屋補償,還包括宅基地補償、宅基地困難補助等多項補償,而村民的安置房是具有完全產權的房子。”在其出示的一個已拆遷村民的補償表中,一個6口之家能夠拿到80萬元左右的補償款,在以1800元/平方米的價格購買260平方米安置房后,還能剩下30.6萬元。

  而多位村民也對說,“村民其實是支持開發的,只是希望征地程序和補償標準能夠更公開透明,更多考慮我們的利益。像離周口店不遠的長陽鎮補償標準就比我們高很多。”

  周口店一號工程難題待解

  據了解,這次征地源于周口店鎮在發展思路上的轉變。2008年,北京市規劃委員會批復了“2005~2020年房山周口店鎮總體規劃以及中心區控制性詳細規劃”。規劃顯示,周口店將結合生態恢復、猿人遺址保護、完善城市基礎設施和旅游服務配套,構建以旅游產業為主的宜居小城鎮。

  “這是房山區和周口店鎮對本區域的現狀進行分析后,希望打好‘北京人’遺址這張牌,促進區域經濟發展,最終惠及百姓。”周口店鎮宣傳部長劉月輝表示,未來該鎮擬打造“周口店世界文化傳承示范區”,形成文化產業、休閑度假產業和會議會展產業三級聯動的發展模式。

  而周口店鎮中心區開發的第一步,就是將云峰寺村的190.59畝,和旁邊的周口村300余畝土地,一共524.85畝集體土地,納入一期政府土地儲備項目。

  如今,該項目原計劃7月3日的拆遷啟動日已過,由于依然有部分村民拒絕簽訂土地流轉協議和拆遷安置協議,這個被列為周口店一號工程的項目陷入了僵局。

  而周口店鎮政府有關人士表示,他們接下來會繼續向村民解釋政策,加快拆遷進度,盡快打破僵持局面。“因為土地儲備中心的征地款已經下來,項目啟動拖得時間越長,資金成本越高。”該人士說。

  “這次事件其實是土地財政帶來的弊端。”高策地產顧問機構董事長李國平對表示,“前幾年地價、房價快速上漲,掩蓋了很多問題。調控后,房價上漲受控,土地市場轉冷,補償標準必然不會定得太高,就會出現糾紛。”

  在李國平看來,村民和地方政府都應擺好心態。地方政府在出讓住宅用地同時,要更多考慮地區產業可持續發展,農民也不要總想著拆遷一夜暴富,也應看到區域發展后帶來的好處。“周口店用土地出讓發展集體經濟,再給農民分紅的思路是對的,但財務一定要公開透明,才能解除村民疑慮。”

  “集體土地征地拆遷,之所以頻頻發生糾紛,根本原因還是相關法律和機制的滯后。”土地勘測規劃院副總工程師鄒曉云表示,國家已經發現了這方面的問題,據傳國務院法制辦已經就制定集體土地的征地拆遷條例開展調研。

北京七成郊區項目定價2萬以下 開發商齊打低價牌

   隨著低價項目密集入市,北京新房成交價格7月來明顯下降。從北京房地產交易管理網以及亞豪、鏈家地產等機構了解到,71%的在售郊區項目的售價在2萬/平米以下,郊區新盤步入2萬元以下時代。

  北京房地產交易管理網信息顯示,上周開盤的4個項目中,價格最高的是通州區的富力·金禧花園,開盤均價20000元/平方米,位于通州區新華大街與新華南路交匯處;而價格最低的為密云縣的行宮·御東園,開盤均價9500元/平方米,位于密云縣行宮街法制公園北側。

  主打“低價牌”也成為開發商集體選擇,上周開盤項目價格出現明顯的下行趨勢。純新盤行宮·御東園、首開·國風美唐的開盤均價相比區域平均水平每平方米低了兩三千元。受到低價盤入市的影響,上周北京商品住宅成交均價為21399元/平方米,比前一周每平方米下降2919元,降幅達12%。

  北京房地產交易管理網數據顯示,6月以來38個新開住宅項目中,郊區項目占到29個,占比達到76%,其中71%的郊區項目的售價在2萬/平米以下。其中,7月中上旬售價2.5萬以下的中低端項目整體平均報價18629元/平米,成交價格為17512元/平米,較年初約降7%。另外,中低端項目擬售均價與成交均價的差距縮小至6%左右。

  同樣表現低迷的還有高端住宅,根據鏈家地產市場研究部統計,和2010年相比,2011年新增高端住宅的定價明顯保守,基本無5萬元/平米以上項目。同時,7月高端項目的成交均價依然明顯低于售價,如倚山庭院、紅杉溪谷嘉園的成交價分別為39800元/平米、25000元/平米,分別低于定價8000、7000元每平米。

  鏈家地產首席分析師張月認為,上半年郊區商品房項目明顯滯銷,簽約率僅30% ,限制了開發商資金的及時回籠,加之近期供應井噴,出于項目之間銷售競爭加劇以及簽約將持續低迷的預期,開發商在新項目定價上開始理性回落,因此,郊區項目供應尤其是2萬以下的地段供應比例開始加大。
