　　嚴格執行差別化住房信貸、稅收政策和住房限購措施，支持以自住型為主的需求，堅決遏制投機、投資性購房……日前在南寧召開的廣西全區經濟工作會議，對2012年廣西房地產發展明確定調。

　　定調依然從緊

　　日前召開的廣西全區經濟工作會議，對2012年廣西經濟工作進行了九項具體部署，其中“要堅持房地產調控政策不動搖，促進房價合理回歸，促進房地產市場健康發展”，更為房地產行業定下了發展基調。

　　為此，該次會議明確了今年廣西房地產的三大發展方向：

　　第一，嚴格執行差別化住房信貸、稅收政策和住房限購措施，支持以自住型為主的需求，堅決遏制投機、投資性購房，合理引導住房需求。

　　第二、加大中小戶型、中低價位普通商品住房建設力度，調整住房供應結構，完善住房供應體系，保持房價基本穩定。

　　第三，加大對房地產市場信息的披露，進一步規范房地產市場秩序，引導房地產企業參與縣域城鎮建設。

　　幾乎在同一周內，南寧市召開2012年經濟工作會議，明確了在控制房價方面，南寧市今年的政策方向是：嚴格執行差別化住房信貸、稅收政策和住房限購措施，支持以自住型為主的需求，堅決遏制投機、投資性購房，合理引導購房需求。調整住房供應結構，加大中小戶型、中低價位普通商品住房建設力度，完善住房供應體系，保持房價基本穩定。

　　限購很難退出

　　樓市調控最為嚴厲的莫過于限購令的頒布了，與其說去年是調控年，不如說是“限”字年。新年到來，這一政策將如何繼續執行成為了首要關注點。

　　截至2011年12月29日，全國已經有23個城市宣布2012年將繼續實行限購政策。其他沒有直接宣布的城市，也默認了這一點。公開信息顯示，南寧樓市限購令的截止時間是2012年2月29日。雖然截至目前，南寧還沒有公開繼續限購的正式文件，但從此次廣西全區經濟工作會議對房地產市場定的調子中不難發現，降低房價依然是廣西房地產市場的主調。

　　現在，很多房地產開發商都表示，他們對繼續執行的肯定，遠遠大于限購放松的希望。不過，去年12月，中國住房和城鄉建設部部長姜偉新也提到，樓市限購這個政策是個行政辦法，是不得已而采取的辦法。目前我們正在努力建設城鎮個人住房信息系統，如果這個信息系統將來建立起來了，就不必再采取限購這種行政色彩濃厚的辦法。

　　最新消息是，姜偉新在日前召開的住建部機關工作會議上明確表示，今年要繼續加快個人住房信息系統建設，保證在6月底前實現40個主要城市的聯網。

　　房產稅如箭在弦

　　房產稅代替限購政策，作為一項房地產領域長期調控的制度成為時下熱議的一個話題。

　　2011年年初，上海、重慶開始試點房產稅。上海征收對象為本市居民新購房且屬于第二套及以上住房和非本市居民新購房，稅率暫定0.6%；重慶征收對象是獨棟別墅高檔公寓，以及無工作戶口無投資人員所購二套房，稅率為0.5%-1.2%。而試點效果的顯現需要較長時間，未來房產稅有望逐漸成為地方財源支柱。

　　因此，房產稅試點擴容已經箭在弦上，甚至可能會快于預期。至于是否會在2012年落地到南寧，眾多業內人士紛紛表示，目前來看應該還沒那么快，但也是遲早的事。

　　目前而言，對房產的摸底工作將是頭等難題。全國住房信息系統預定2013年實現縣級以上城市聯網，屆時，異地購房和多套購房行為被監管，房地產稅政策將具備基本的數據基礎支持。畢竟，做為房地產制度建設中間的非常重要的一環，房產稅雖然不能夠起到一個根本性的作用，但是它對于遏制目前的炒房趨向是非常重要的。

　　不過，也有專家預期，隨著調控效果的逐漸顯現，2012年以“限購、限貸、限價”為核心的3大政策或將有所變化，預計在下半年將陸續出現結構性松綁，而首套房貸利率及首付下調可能性很大。

　　保障房任重道遠

　　目前樓市的調控就是以時間換空間。一邊壓制需求，一邊擴建保障房來增加樓市有效供應，最終建立起樓市供應的雙軌制，促進房地產市場的健康發展。

　　2011年全國的保障房建設任務是1000萬套，2012年也不輕松，全國新建任務量為700萬套，加上去年要竣工的保障房，“十二五”期間3600萬套的總任務量，任重而道遠。

　　具體到地方，相比去年29萬套的總任務，廣西今年的新建任務量是24.1萬套，具體到南寧是3萬多套，而根據南寧市公布的《南寧市住房保障規劃》，從2011年到2015年，南寧市提供保障性住房總量約13.67萬套，其中新建總量為11.64萬套。

　　隨著大量的保障性住房相繼進入市場，雖然不一定會對商品房市場產生立竿見影的效果，但沖擊力不言而喻。并且，保障房的建設離不開土地與資金的支持，也將在一定程度上擠壓商品房的空間。可以斷定，未來中國大房地產格局漸趨形成，即以保障房為主、中低商品房為次，高端商品房為輔。

　　關于保障性住房的另一個新趨勢是，國家由于財政問題對保障性住房會進一步放開，讓更多的民間資本融入進來，參加保障性住房建設。同時，加強對保障性住房建設、使用監管，限價房屬于政策性商品住房之列。

　　由于國家對房地產實行金融嚴格從緊的政策，計劃期的限價房遠遠不能滿足市場需求，那么，2011年完成的廉租房和公租房，較大一部分將很有可能會改變性質，即地方政府將保障性住房變為政策性商品住房出售。

　　楊瓊把馬云的那句話作為創業信條，即"今天很殘酷，明天更殘酷，后天很美好，但絕大部分人死在明天晚上。"結合個人的創業感受，她說，堅持不懈很重要。大學生創業成功率低是不爭的事實，不少大學生在創業中摔了跟頭。對此，楊瓊表示，創業有可能失敗，自己一開始就準備好了接受失敗。

　　趙銳：把創業當做愛好，不只是生活所需

　　大一學生趙銳開了兩個鞋店，月收入8000元，"我不是在創業，只是憑興趣開了家鞋店，因為我非常熟悉運動鞋。一個店成功了，就開了第二家。"

　　大一生和大四生創業，哪個更容易成功？趙銳拋出了這個奇怪的話題問大家。他認為，大一生比大四生更容易成功，因為大一生可以憑興趣干，"拿得起放得下"，而大四生則為生活、事業所累，心理負擔重得多。

　　無論選擇什么項目創業，一定要了解這個行業。趙銳提醒在場的師兄師姐們，要把創業當做自己的業余愛好，而不只是生活所需。

　　王志偉：創業艱辛，要三思而后行

　　王志偉去年和女友李娜在鄭州高新區開了個飯店，七個月賠進去6萬元，現面臨關門。但臺上的他始終面帶微笑，找不到失敗的影子。"都想創業，但一定要考慮好，三思而后行。"王志偉是這次論壇中發言最短的一位，他用自己的教訓，提醒大家別走他的失敗老路，"把錢準備夠，資金的投入得比你預算的要多一倍，這樣抗風險能力才大"。

　　王志偉說，自己不會放棄創業，把飯店轉讓出去，他的小吃店立馬開業，現在已選好址。　張慧敏：創業最好從校園開始

　　"請問各位在校做過兼職的有多少？"張慧敏一上場就先"考"大家，結果有三四十人舉手。"靠兼職賺錢能維持生活的有多少？"僅有1人舉手。

　　張慧敏創辦校園風品牌，現在她的公司日營業額超過兩萬。這位成功的女孩，在校期間就做過多個兼職。"創業最好從校園做起。"張慧敏說，做兼職能積累很多經驗，創業就順勢而來了，因為比較熟悉校園同齡人的愛好，所以大學生創業從身邊最熟悉的入手，從校園開始，就會少走點彎路。

　　全峰：創業之路就是堅持之路

　　全峰是銘德過刊網總經理，早在2003年就開始創業，靠2000元起家，每天騎車帶著焊機、切割機，遛大街找活兒。后來轉行銷售過刊，自稱"鄭州每10本過刊中，就有1本是我們銷售的"。"好多問題都不是問題，有問題的是我們的思想，我們是否能夠堅持下去。"全峰說，創業之路是堅持之路，當年他啃著方便面去外地跑業務，現在能品著咖啡坐飛機到處轉，若不是堅持下來的話，生活不會有恁大變化。他最后送給創業的大學生一句話：堅持、堅持、再堅持！

　　當日的論壇上，還有兩位神秘嘉賓現場"送禮"，帶來了創業項目和資金。

　　大學生創業要"三有""兩不怕"

　　1.先就業還是先創業？"在當前形勢下，大學生應該先就業。"牛立勇副處長說，在成熟的情況下，就業帶動創業，而不是盲目地創業。

　　國家高級職業指導師王文成博士則認為，大學生創業不要沖動。想創業，首先要有堅持不懈、鍥而不舍的精神；其次要及早做好職業生涯規劃，及早把教育和就業之路打通。

　　而創業者全峰表示，找工作，未來是可以計算的，創業的話未來無可限量。他主張大家去創業。

　　2.為啥難貸到小額貸款？"主要是大學生把貸款程序搞反了。"牛立勇解釋部分大學生貸不到小額貸款的原因。他說，按規定，是先注冊成立公司，再申請貸款，這些人是想先貸款再成立公司；另外，是在畢業兩年內，持畢業證和就業失業登記證明來申請，畢業生需進行失業登記，好多人忘了這事。

　　3.創業需做哪些準備？"有意愿、有條件、有能力。"丁向東部長建議大學生創業要做到"三有"，并做到"兩不怕"，即不怕失敗，不怕吃苦，還要學會利用創業優惠政策。他還透露，我省將組建青年大學生創業俱樂部。
